HYDRO-DEMO-01 is run-of-river: no reservoir, so PE_HP = 0, and LE is VMR0017's embodied emissions. HYDRO-DEMO-02 has a new 1.8 km² reservoir (PD 6.67 W/m²), so its report shows reservoir emissions PE_HP = EF_Res × TEG. diesel-backup adds fuel emissions PE_FF.
